I'd rather see a horse spend 1-2 days scared and then know that they are no longer in pain then drive by a pasture and see a horse slowly starving to death over a year as his feet get long, his belly fills with worms, and flies eat at his ears and eyes...

and you can scare girls at the supermarket when you say that horse is in the produckt.
A sanctuary must be capable of providing proper nutrition, hoof care, and vet care. Many sanctuaries (especially in my state) have been shut down because they fail to meet these requirements.
One horse per year:
200-300 in vet costs (shots, coggins, minor injuries, etc)
400-900+ for farrier costs (i know many retired horses who wear shoes that cost around $300 and are reset every 5 weeks)
150 mortality insurance
200-400 in hay each year
120 for dewormer
360+ on grain, concentrate feed, and supplements
and all of this is for your average healthy horse kept at home. If you board a horse somewhere you can expect to add 1200 to 12000 for board each year. Also don't forget that many retired show horses require adequen to stay comfortable so add another 600 a year for that.
Many people think they can afford to take on a retired horse but in reality they usually costs as much if not more then a horse that is in full work.

There are horse scactuaries but the way to solve this to stop breeding so many for sport and for gambling!
Killing horses for meat is also cruel as well. Horses are domisticaed animals as well and if you wouldn't eat your cat or your dog than why would you eat your horse? (~silverleprichuan I know you didn't say anything about eating horses for meat I am just giving another point)
